Policy frameworks

The BT&P supports the government of Curaçao with the development of policy and supervisory frameworks in the field of fuels and is also charged with the execution of these frameworks.

The policy and supervisory frameworks are aimed at the regulation of the various categories of regulated fuel types and the parties in the market that provide for the distribution and supply of same, being through wholesale (Curoil) and retail (the gas station operators).

The policy and supervisory framework is based on the over-arching objectives affordability, availability and sustainability of fuels. A distinction is made here between the fuels for the motor vehicles, fuels for the production of electricity and other fuels (bitumen, LPG (cooking gas)).

For each fuel type, the market developments and challenges regarding the realization of these determined objectives are different. Also, there is a variety of interests and factors involved, where developments in the field of production, wholesale, retail and setting the tariffs for fuels are distinguished. The policy and supervisory framework responds differently to this for each case, considering the current state of affairs in the market and shall be tightened for each case in a suitable manner, in order to realize the determined objectives.
