Framework for BT&P tasks and authority for telecom sector regulation

Bureau Telecommunicatie en Post (BT&P) lately has regularly identified complaints regarding the quality of internet connections in Curaçao. In this context BT&P is often referenced as the regulatory organization involved.

In the execution of its tasks and authority BT&P acts in accordance with laws and regulations that apply. With regard to the regulation of telecommunications, the authority of BT&P currently encompasses telephony exclusively. This implies that the authority of BT&P in the regulation of telecommunications services only includes calling or being called and excludes internet services.

Nevertheless, BT&P fully understands the prevailing turmoil and complaints. Therefore in 2017, keeping pace with the international developments, a draft bill was submitted in which  the regulatory tasks and authority of BT&P in the field of telecommunications are extended with the supervision of internet services. This extension will give BT&P the authority to intervene, among other things, in the case of quality deficiencies in these services. The mentioned draft bill is currently going through the formal evaluation process for approval. BT&P has no influence on this process.

In the meantime BT&P will continue to make every reasonable effort within its power to ensure the quality of telecommunications services.
