  1. Guyana Moving From Analog To Digital T.V.

    Guyana is getting ready to make the switch from analog to digital television broadcast.

    The Guyanese Government gave the green light to the final draft of the road map that outlines the process of transition.

    “Armed now with a roadmap and with the body that had been established to oversee the implementation of the roadmap, the Government is now assuming the responsibility of the transition of analog TV broadcast to digital,” said head of the Presidential Secretariat, Dr. Roger Luncheon.

    A consultant in the person of Dr. Andres Navarro was contacted to oversee the process with sponsorship assistance from the International Telecommunications Union (ITU). Dr. Navarro has since held talks with various officials including representatives from the National Frequency Management Unit (NFMU).

    Digital terrestrial television offers many advantages such as better quality signal and affords tremendous benefits in terms of spectrum usage. When television broadcasters switch from analog platforms to digital only platforms, part of the electromagnetic spectrum that has been used for broadcasting will be freed up because digital television needs fewer spectrums than analog television.

    “This worldwide transition releases valuable spectrum which can be used to provide mobile broadband services among others. The release spectrum is referred to as the digital dividend. The location and size of digital dividend vary among countries due to the factors including geographical position and penetration of satellite/cable services,” according to an official government statement.

    Guyana’s transition process is set to commence in 2016 and will be completed in 2020. The timeframe is a matter of great importance, not only because of Guyana’s need to join the worldwide technological revolution, but also because of similar transition processes that will be undertaken by neighbouring countries , Suriname, Brazil and Venezuela.

    The government will now be moving to hold stakeholder engagements to discuss the main issues of the Cabinet-approved roadmap such as the timeframe, technology, market procuring of digital television and the regulatory framework governing digital television broadcast.


  2. Three 4K/UHD Video Trends to Shape 2015

    With the 2015 Consumer Electronics Show receding into the rearview mirror, it’s a good time to assess what the show revealed about key 4K video trends coming in the year ahead.

    Trend #1: Hitting the Gas on 4K UHD Displays

    It was no surprise that TV vendors came to CES touting 4K displays. What was a surprise is how aggressive they’re poised to be in driving the obsolescence of 1080p HDTV. According to one analysis, 92 percent of the TVs launched at CES had 4K resolutions. While the important caveat that “announced at CES” does not imply “shipping to retailers around the world,” it’s still remarkable how quickly TV makers are moving to sideline 1080p sets. LG, for instance, has indicated that 60 percent of its 2015 TV lineup will be 4K sets.

    Besides the TVs, 4K monitors are also poised to proliferate, with the likes of HP, Samsung and LG pushing higher-resolution screens for editing, photography and gaming.

    Trend #2: Traditional Operators Start to Move

    Traditional pay TV operators watched as Netflix and Amazon stole the 4K thunder at CES 2014, beating the incumbents to market with 4K streaming to select Smart TVs. This year, there was a bit more motion from traditional broadcasters. Dish did formally unveil a 4K/UHD-capable set-top box, which it said would support a 4K video-on-demand service coming later this year, although there was no mention of when consumers could expect delivery of standard broadcast channels in 4K. DirecTV announced a modest expansion of its still-nascent 4K VOD app to LG Smart TVs. Comcast said it will begin to roll out a 4K STB, the X1, later in the year, and that 4K streaming was available via an app for Samsung Smart TVs.

    Trend #3: The Platform Wars Move to the TV

    For years, tech companies have been jostling to entrench their “platform” (roughly speaking, their operating systems and apps and digital media stores) in the smartphones and tablets we carry with us every day. The platform battle has been steadily migrating toward the TV as well, on the backs of set-top boxes, streaming sticks like Chromecast and game consoles.

    Now, TV vendors are having their own version of a platform war as they jostle to position their Smart TV operating systems as the place for exclusive 4K content. Smart TV operating systems should play an increasingly front-and-center role this year with Samsung backing its home-grown Tizen OS (despite its unimpressive debut in smartphones), LG promoting WebOS (lifted from the ashes of Palm), Panasonic supporting Firefox, TCL backing Roku, and Google trying to reboot its TV efforts with Android TV.

    Of course, Apple—the 800-pound gorilla of the platform wars—was typically silent about its plans to move iTunes video into the 4K/UHD era (let alone what, if any, ambitions it has to build its own TV).

    Either way, 2015 looks to be an eventful year for 4K.

  3. New DTT STBs Batch Will Enter Cuba During The First Months Of 2015

    Two of the main retail stores in Cuba, Cimex and TRD Caribe, acquired Digital Terrestrial Television (DTT) decoders abroad in order to supply the high demand that this country had. They estimate they will be able to sell close to 249,000 boxes during the first quarter of the year.

    Nevertheless, Cimex sources commented to the local newspaper Granma that the public’s interest is so big that the two stores and what the national industry produces will only cover between a 25 and 30% of the requests.

    The STBs in this new batch will be the same models that were imported during the first, when more than 120,000 devices reached Cuba. These are the decoders Konka KSDT863-M and Soyea SDP160, both with Standard Definition. High Definition STBs will be sold as of May.


  4. Important New DVB Specifications Get Approval From Steering Board

    UHDTV HEVC Delivery Profile - Content Identification & Media Synchronization For Companion Screens & Streams - MPEG-DASH Profile – All Get Green Light For Standardization

    Geneva – 03 July, 2014 – A significant step in the road to Ultra High Definition TV services was taken today with the approval of the DVB-UHDTV Phase 1 specification at the 77th meeting of the DVB Steering Board. The specification includes an HEVC Profile for DVB broadcasting services that draws, from the options available with HEVC, those that will match the requirements for delivery of UHDTV Phase 1 and other formats. The specification updates ETSI TS 101 154 (Specification for the use of Video and Audio Coding in Broadcasting Applications based on the MPEG-2 Transport Stream).

    The new DVB-UHDTV Phase 1 will allow images with four times the static resolution of the 1080p HDTV format, at frame rates of up to 60 images per second. Contrast will be drastically improved by increasing the number of bits per pixel to 10 bit. From the wide range of options defined in the HEVC Main 10 profile, Level 5.1 is specified for UHD content for resolutions up to 2160p. For HD content, HEVC Main profile level 4.1 is specified for supporting resolutions up to 1080p.

    The DVB-UHDTV Phase 1 specification takes into account the possibility that UHDTV Phase 2 may use higher frame rates in a compatible way, which will add further to the image quality of UHDTV Phase 1.

    “HEVC is the most recently developed compression technology and, among other uses, it is the key that will unlock UHDTV broadcasting,” said DVB Steering Board Chairman, Phil Laven. “This new DVB–UHDTV Phase 1 specification not only opens the door to the age of UHDTV delivery but also potentially sets the stage for Phase 2, the next level of UHDTV quality, which will be considered in upcoming DVB work,” he continued.

    Content Identification & Media Synchronization For Companion Screens & Streams

    Also approved at the 77th meeting of the DVB Steering Board was the specification for Companion Screens and Streams, Part 2: Content Identification and Media Synchronization. Companion Devices (tablets, smart phones) enable new user experiences for broadcast service consumption. Many of these require synchronization between the Broadcast Service at the TV Device and the Timed Content presented at the Companion Device. This specification focuses on the identification and synchronization of a Broadcast.

    Important New DVB Specifications Get Approval From Steering Board

    Service on a TV Device (Connected TV or STB and screen) and Timed Content on a Companion Screen Application running on a Companion Device. Part 2 outlines the enabling factors for the identification of, and synchronization with, broadcast content, timed content and trigger events on TV devices (for example a Connected TV or STB) and related content presented by an application running on a personal device.

    MPEG-DASH Profile

    Another specification to gain approval from the Steering Board was the MPEG-DASH Profile for Transport of ISO BMFF Based DVB Services over IP Based Networks. This specification defines the delivery of TV content via HTTP adaptive streaming. MPEG-DASH covers a wide range of use cases and options. Transmission of audiovisual content is based on the ISOBMFF file specification. Video and audio codecs from the DVB toolbox that are technically appropriate with MPEG-DASH have been selected. Conditional Access is based on MPEG Common Encryption and delivery of subtitles will be XML based. The DVB Profile of MPEG-DASH reduces the number of options and also the complexity for implementers. The new specification will facilitate implementation and usage of MPEG-DASH in a DVB environment.

    The three new specifications will now be sent to ETSI for formal standardization and the relevant BlueBooks will be published shortly.

  5. Less Turbulence for the Mexico DTV Transition?

    When we last wrote about Tijuana analog-TV shut-off problems the Mexican government was navigating some choppy waters.  A new set of telecommunications reforms, a shuffling among government agencies governing telecommunications and broadcasting rules, and a less-than-successful trial ASO in Tijuana put the DTV transition in “do over” mode.

    The reforms are nearly complete and they already have a brand – “Mover a México” – which figures prominently in the new DTT receiver program.  Now the brand is being stamped on TVs being distributed by the government to households that qualify for the free TV.

    Tijuana was the only location where free receivers were in the form of converter boxes.  At first blush it would seem that the cost to distribute TVs instead of converter boxes would be prohibitively expensive, but the converter boxes came with installation – enormously expensive and logistically complicated.   The new TV plan includes no delivery or installation, no doubt a large cost savings over the original converter-box plan. Qualified citizens receive a notice to pick up their TVs at a local government center. No middle men, no installers and no exchange of money.  Besides, who wouldn’t be happy with a new 24-inch HDTV instead of a lowly converter box?

    So far, two TV manufacturers with factories in Mexico (Diamond Electronics and Foxconn) have been contracted to assemble TVs in local factories but this is only the tip of the proverbial iceberg as the first order was for only about 120,000 units. First distribution was in Nuevo Laredo at the end of May.  By the time of the last day of analog TV transmissions, it is estimated that there will be about 13 million TVs distributed.  A new tender has gone out inviting additional manufacturers to bid on the TV production.

    Of course, the government is putting the squeeze on manufacturers to build them cheap.  Other well-known TV suppliers with Mexican factories, such as Samsung and LG, were invited in on the initial bid but were not selected. We assume that these suppliers will only participate if there is a reasonable profit margin at the end of the day especially since there will be no brand-building opportunities.  There will be plenty of opportunity to sell their branded HDTVs through traditional distribution channels to those who don’t qualify for the subsidy.   According to the government, about 50% of all Mexican TV households are dependent on over-the-air broadcasts and 5% have no TV.

    Whether the TVs carry the government brand or one of a well-known consumer electronics company, the Mexican government will benefit.  It will either build its own Mover Mexico brand or it will benefit telling the story of increased production and jobs in Mexican TV factories.

    In a country where the fiber density isn’t high, you need to search for other methods to distribute digital television. Suriname’s telecommunication company Telesur however wanted to offer, via its subsidiary WISE NV, it’s customers digital television and therefore ended up with technical outsourcing company Divitel who is known for its innovati veness. The innovative television platform is tailor-made for WISE and based on the new DVB-T2 technology standard and ready interactiveness; it’s a hybrid television system that enables interactivity (such as video on demand) through internet. It now enables that television viewers in Paramaribo switched from analogue to digital television at once. DVB-T2 is highly innovative and is used as an open technology world standard. By making use of such an open standard, it is possible to transmit digital, interactive television at a low cost; it may be regarded as a breakthrough at this continent.

    Lloyd Groenhart, former Project Manager at Telesur and now Managing Director at Wise (a Telesur-daughter): “What is important to me is that I enter into a partnership, which is something else than the relationship I have with the supermarket chain in which I shop weekly. Partnership from a Surinamese perspective is about looking after each other from a commercial, technical, operational etc. perspective.”

    Divitel embraces ‘thinks global, act local’ and therefore not only operates from The Netherlands, but also from Portugal, Germany and Curaçao. Four extremely different markets, managed by a Managing Director in-country.

    Anil Sadhoeram, who is Managing Director of Divitel Americas started the project and supervised it, making use of Divitel’s international Engineering Team.   7. DVB-T2 Strong Contender for ATSC 3.0

    Following the ATSC (Advanced Television Systems Committee) call for proposals for a for Next-Generation TV Broadcasting Technologies in March, 10 Initial Physical Layer Proposals were submitted, most of which are based on the DVB-T2 second generation terrestrial standard.

    Detailed proposals are due Sept. 27. Initial proposals for the ATSC 3.0 physical layer have been submitted by:

  9. DTT drives digital TV in Latin America

    Digital TV is finally taking off in Latin America – from only 18.1% penetration of TV households at end-2010 to just over the halfway mark by end-2014 and onto 94.5% by 2020, according to a new report from Digital TV Research. To put it another way, 132 million digital TV households (in the 19 countries covered in the Digital TV Latin America report) will be added between 2010 and 2020 to take the total to 157 million. DTT will provide half of the additional digital TV homes to be added between 2010 and 2020.

    Simon Murray, Principal Analyst at Digital TV Research, said: “Much of this growth is being driven by satellite TV, especially lower-cost and prepaid packages – although these subscribers are forcing down average ARPU figures.”

    Nearly 14.4 million pay satellite TV households will be added between 2013 and 2020, with 3.1 million more in 2014 alone. Pay satellite TV penetration will grow from 9.6% in 2010 to 21.1% by end-2014 and onto 25.8% in 2020 – indicating that much of the fast growth has already taken place.

    Pay satellite TV is the leading digital platform, but primary FTA DTT will overtake it in 2015. The number of primary DTT homes will rocket from 4.3 million at end-2010 (3.0% penetration) to 27.1 million in 2014 (18.0%) and onto 71.1 million by 2020 (42.7%).

    There are signs that the economic boom may be faltering. The predicted economic slowdown in China has had an adverse knock-on effect for exports in Latin America, especially in countries such as Argentina. US sanctions have hit Venezuela. The positives are that Brazil is hosting both the World Cup (2014) and the Summer Olympics (2016), which will boost infrastructure build-out.

    Brazil, Mexico and Argentina dominate the region. Brazil alone will add 37 million digital TV households between 2013 and 2020, with Mexico contributing an extra 15 million and Argentina nearly 7 million more. Digital TV households will also increase rapidly in the other 16 countries covered in this report – collectively adding 34 million digital homes between 2013 and 2020.

    Pay TV penetration will rise, but not as dramatically as digital TV penetration. Overall pay TV penetration will reach 53% by 2020, up from 41% at end-2013 and 29% at end-2010. This means 28 million more pay TV homes between 2013 and 2020, taking the total to 89 million. Brazil will provide 11.6 million of these additions and Mexico 6.4 million. Puerto Rico will record 84% pay TV penetration by 2020, with five countries above 70%. However, three countries will be below 40%.

    Pay TV revenues in Latin America will be $4.5 billion higher in 2020 ($24.7 billion total) than in 2013. Satellite TV will continue to be the largest pay TV platform, with revenues reaching $17.6 billion in 2020, up from $14.2 billion in 2013. Cable TV revenues will be $6.1 billion in 2020, up from $4.8 billion in 2013.
